Secretary Rolando Andaya Jr. of the Department of Budget and Management (DBM) said an executive order allocating the annual cash gift to some 1.1 million state employees will be issued today.
Andaya said the cash gift will not be lower than P5,000, the annual bonus given to employees at the end of the year based on the government savings.
He noted that only 10 minor government agencies submitted their reports on cash balances to the DBM to facilitate the release of the cash gifts to their employees.
Not a single major department, meanwhile, complied with the DBM order regarding the submission of their annual savings report, according to Andaya.
“If this is the situation, we will assume that they have the cash backing in their departments. We don’t want to impute any malice but the point is if you don’t submit, that means you have the funds,” he said in an interview with reporters at the launch of a relief mission in Manila.
In case government agencies lack the necessary savings for the cash gift, Andaya said the national government is ready to fill in the amount.
Andaya earlier said the budget department needs the status of government’s finances to determine how much the cash gift this year should be.
Government employees often expect a cash bonus of P5,000 usually in the first week of December. This year’s release of the cash gift was delayed due to the failure of government agencies to submit their cash balances.
There are about 1.07 million permanent national government employees, 90,000 workers in government-owned and-controlled corporations and 350,000 employees serving in local government units.
